Cece Osborn

Community Planning Director

Cece grew up splitting her time between Los Angeles and the foothills of the southern Sierra Nevada Mountains. Those early experiences seeded her interest in urban-rural divides and planning solutions that bridge communities. During her undergraduate and masters degrees, she studied human-environment dynamics on the micro-level: how outdoor-based classrooms benefit children’s development. Since then, she has expanded her focus to the meso and macro levels: transportation and land-use planning locally and regionally. Cece enjoys engaging stakeholders up and down the valley to devise and implement projects that enhance quality of life for everyone. Cece enjoys her neighbors as much as she enjoys living in a small town surrounded by vast swaths of wilderness.
