Who is your partner for the housing construction?
Upon approval of the Annexation and Large Block Preliminary Plat, WRLT will convey the developable portion to LEAP Housing , and they will move forward with applications related to the workforce housing component. These will likely include applications for a Planned Unit Development, Preliminary Plat (for the townhouse or cottage sublots), Design Review and Final Plat. All of these applications will be heard publicly before Hailey’s Planning & Zoning Commission and City Council. As a reminder, LEAP Housing has agreed to the guidelines mentioned above. So, the workforce housing plans that you will see with future applications will reflect the guidelines responding to the intent of the original gift and community feedback.
Why will there be a road connecting Bullion Street to Aspen Way as shown on the map?
Both the Fire Department and the City of Hailey staff determined that a through street is required for the public health, safety, and welfare when the property is developed
What is the timetable for completion?
Land use entitlement processes, including our forthcoming Annexation Application and Large Block Preliminary Plat, take time to be considered by City staff, publicly heard by City recommending and governing bodies, and then ultimately decided. We are hoping to complete the Annexation and Large Block platting process in 2026 or within 6 months of submitting applications in April, however we've been advised by Staff that it could take up to a year.
What will the development look like?
LEAP Housing will provide detail on the site plans when they’re developed as they go through the entitlements process after annexation. The concept that has been discussed in previous neighborhood meetings has been smaller, detached homes, similar to the cottages neighborhoods in Old Cutters. LEAP would offer the homes for home ownership, deed restricted to people who work for a Blaine County employer, though the Category L designation.
Why has this project taken so long?
In order to best protect the sensitive areas of the site, we set about getting detailed on-the-ground studies done. For instance, we had a wetlands delineations performed, to make sure that wetlands could be protected; as well as on-the-ground survey work to get detailed topography of the site so the data could be run through the most up-to-date floodplain model to identify what areas were within the floodplain. We’ve had these mapped so that we can specify that no homes should be built within these areas.
